The Plymouth Conservation Commission held its regularly scheduled meeting on Monday, August 11, 2008 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360. Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice chairman and commissioners Christopher Brink, Gerre Hooker, and John Scagliarini*. The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner, were also present.
Paul Withington and David Foster were absent.
7:30 PM 231 Taylor Ave. Realty Trust, 231 Taylor Avenue, Parcel ID No. 045B-000-006-001. A Request for Determination of Applicability to chink the existing stone revetment and to reconstruct the wooden stairway, if necessary, in the resource of a coastal bank of White Horse Beach.
John Scagliarini was not yet present for the meeting.
J. Randolph Parker of LMSI represented the applicant and explained the project. Approx. 35 yds. of fill was needed and equipment would access through the Full Sail ramp and dump the rock. No Public Comment made.
Gerre Hooker motioned to issue a negative determination. The motion was approved unanimously.
John Scagliarini arrived at 7:35 PM for the start of this hearing.
7:40 PM Richard Graziano, 44 Priscilla Beach Road, Parcel ID No. 044-006-022-000. A Notice of Intent for the construction a wooden stairway including the necessary maintenance of vegetation as it relates to the stairway construction, in the resource of the coastal bank.

Gerre Hooker motioned to approve the project with conditions. The motion was approved unanimously.
7:50 PM J. Kevin Donovan, 20 Nameloc Road, Parcel ID Nos. 054-005-005-007A & 054-005-008A-003. A Notice of Intent for the construction of decks in the buffer zone of the top of a coastal bank.
Gerre Hooker recused herself from this hearing.
Kevin Donovan represented himself and explained his project. He noted the large amount of traffic up and down the bank and that he was trying to discourage the foot traffic. Discussion ensued over various alternatives.

>Jim Lahey, 29 Coastline Drive, explained the cantilevered deck process through Mass. building codes and said it could not impact to the bank, in his opinion. He also noted that sunlight would be able to get to the bank. He supported this project.
>Marcia Lee, 58 Dublin Drive, supported the work that Mr. Donovan has done on the bank
>Joan Landy, 49 Nameloc Road, watched the labor intensive work that Mr. Donovan has completed. She supported this project.
>Don Gallant, supported Mr. Donovan in his work on the bank.
>Frank Palluccio, 17 Nameloc, supported the cantilevered deck
>Michael Brandon, 32 George Street, talked about the pilings going down further to eliminate stress on the bank. He supported the project.
>Tony Bosari, 16 & 48 Nameloc Road, licensed builder, also supported the cantilevered deck.
>Jim Keating, 33 George Street, supported the project.
>Eric Cannon, 226 Janet Street, supported the project.
>Ken Cannon, 226 Janet Street, supported the project.
Mr. Donovan asked to revise the plan at the table eliminating the footings and showing a fully cantilevered deck. This was done.
Mr. Donovan revised the plan eliminating the footings and showing the deck fully cantilevered and eliminated the southern stairway.
John Scagliarini motioned to approve the amended project, with conditions. The motion was approved unanimously.

8:00 PM Richard Austin, 7 Eagle Hill Drive, Parcel ID No. 056-000-001-007A. A Notice of Intent to demolish the existing single family dwelling and construct a new single family dwelling, including utilities and amenities, in the buffer zone of Great Herring Pond.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
Michael Borselli of Falmouth Engineering represented the applicant and explained the project. He further explained the revisions to the plan. Some of the pavement was eliminated and revisions were made to the drainage.
Gerre Hooker motioned to approve the project with conditions. The motion was approved unanimously.

8:15 PM David Weeks, 91 Shallow Pond Lane, Parcel ID No, 073-000-007-178A. A Notice of Intent to construct a retaining wall in order to control the ongoing erosion, in the buffer zone of bordering vegetated wetland of a cranberry bog.
Rick Churchill of Churchill Engineering represented the applicant and explained the revised plan that was submitted showing the revised location of the wall, pulled further in from the slope of the bank.
No public comment made.
Gerre Hooker motioned to approve the project with conditions. The motion was approved unanimously.
8:25 PM Pinewoods Camp Inc., 80 Cornish Field Road, Parcel ID No. 069-000-087-001. A Notice of Intent to demolish the existing dance pavilion and construct a new pavilion including decking and ramps, and for the construction of a wheelchair lift, in the buffer zone of Long Pond.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
Sam Chapin, PE, from Brown and Caldwell represented the applicant and explained the project.
Judy Savage, the camp director was also present, along with the builder, Les Plympton.
Mr. Chapin gave some history of the camp and explained the project. He noted that the fireplace and chimney will not be replaced. French drains will be provided and 4 trees will be removed.
No public comment made.
Gerre Hooker motioned to approve the project with conditions. The motion was approved unanimously.
